Delta Consulting Group is proud to announce that two of our procurement and commercial management professionals, Senior Director James Spencer and Associate Director Toby Abram, have been recognized in the 2026 Lexology Index: Projects & Procurement report.

The annual report identifies leading practitioners and consulting experts from around the world who are recognized for their work in procurement, project delivery and infrastructure advisory. According to Lexology Index, honorees are selected for their expertise in areas including procurement transactions, contract award procedures, project financing, due diligence and the delivery of major infrastructure and energy projects.

Both Toby and James were recognized in the Procurement Experts category for their extensive experience advising on complex construction and infrastructure matters across global markets.

James Spencer was recognized for his leadership in procurement strategy, cost planning, risk analysis and contract administration on large-scale construction programs spanning the UK, Europe, North America and the Middle East.

Toby Abram was noted for his expertise in commercial and contractual delivery, including cost verification, change control and final account negotiations across major engineering projects.
