Overview
Luis is a chartered Construction Manager with over 20 years’ experience working as a project and programme manager within the construction industry on a wide range of projects in the public and private sectors, having worked as a business unit director in the defence and global public sectors, managing key client accounts such as the UK’s Foreign and Commonwealth Office and Department for International Development, the United Nations and NATO. His dispute resolution experience includes giving evidence virtually in an adjudication between a landscape contractor and a Greater London Local Authority in the UK.
Luis is familiar with various procurement routes and numerous forms of contracts having delivered projects in the UK, Europe, Africa, North America, and SE Asia.
He has extensive experience acting for both client and contractor in the delivery of complex projects across the commercial, residential, hospitality, education, and mining sectors.
His expertise includes, but is not limited to, design, project, and cost management; procurement; construction delivery; project closeout and handover.
Luis has been instructed to provide expert opinion on project and construction management matters as well as on matters relating to the analysis of project delays on several occasions.
Project Experience
Litigation Support and Dispute Resolution
‒ Prepared expert and supplemental reports for an ICC Arbitration in Portugal in relation to the supply and fabrication of two floating platforms which were integral to an offshore windfarm off the coast of Portugal in the Atlantic Ocean.
‒ Prepared an expert report in relation to a potential dispute on the performance of the project manager in the construction of a funicular railway in the UK.
‒ Prepared an expert report, in relation to a potential dispute, assessing the performance of the Employer’s Agent in the design and construction of a development consisting of a portal frame warehouse with four-storey office accommodation and associated infrastructure, in the UK.
‒ Prepared an expert report in relation to a delay / project management matter which included a detailed review of the consultant’s final account as well as the extent of delay incurred in the design and project management of a new station entrance scheme in the UK.
‒ Prepared an expert report for a quantum/ delay matter, on the extent of the delay as well as the final account for a new build scheme on behalf of a Greater London Local Authority in the UK.
‒ Provided detailed analysis and opinion of the contract administrator’s extension of time awards for a town centre re-development in the UK, in relation to a Technology and Construction Court (TCC) dispute between the employer and its professional team.
‒ Prepared detailed advisory notes and preliminary reports in relation to a dispute, assessing the performance of the project manager in the design and construction management of an abattoir extension in the UK.
‒ Prepared an expert report on programming/delay matters in relation to an adjudication between a Greater London Local Authority and a landscaping contractor, for a scheme in the UK.
‒ Assisted the lead project management expert in the preparation of expert and supplemental reports in relation to an ICC Arbitration in Brussels, assessing the performance of the Contractor / Project Manager in the engineering, procurement, construction management, commissioning, and handover of a Titanium Dioxide plant in Scandinavia.
‒ Assisted the lead delay expert in the preparation of an expert report for an ICSID Arbitration between a contractor and the Kingdom of Saudi Arabia, relating to the withdrawal of contract to build schools in Riyadh.
Project Management and Consultancy
‒ Provided project management services for the construction and fit out of 291 new build apartments, leading a team of 6 site managers in Barking, London. Apart from driving a challenging programme and resolving buildability related issues, the role required the coordination of the various subcontract trades, calling off free issue supplies, chairing frequent subcontractor meetings and snagging the apartments prior to an internal handover to the sales team.
‒ Provided project director services which included leading and managing a team of up to seven security cleared project managers working on numerous projects in Europe, North America, Asia and Africa on behalf of the UK’s Foreign and Commonwealth Office.
‒ Provided a full range of security cleared project management services for various new build and refurbishment commercial and residential projects (from inception to handover) in Europe, Africa and North America using the NEC3 suite of contracts (Options A and C) on behalf of the UK’s Foreign and Commonwealth Office.
‒ Provided project management services for the ExxonMobil Rome ICO project. This £15m fit out of the client’s headquarters in Italy included the management of the sale and leaseback process, management of the design team with monitoring of the design programme and monthly reporting to the client.
‒ Provided a full range of project management services for various new build and refurbishment projects (from inception to handover, including agreeing the final accounts) using the JCT suite of contracts on behalf of the London Borough of Lewisham.
‒ Provided quantity surveying services which included the preparation of monthly valuations, sub-contractor payments, variations, monthly reporting, and the preparation and agreement final accounts, for the approximate £4m Utility Diversion (i.e., gas, water and electric) project in the Ebbsfleet Valley (CTRL 342) using the NEC3 suite of contracts.
‒ Provided contract administration services during the design and execution phases of the Anglo Platinum Converting Process Project (ACP) for several key trade contractor packages, using the FIDIC suite of contracts.
