
Avi Sharma, PSP, provides expert and advisory services on complex construction projects, claims and disputes. Owners, general contractors, specialty contractors, design professionals and counsel retain him to assess project execution and performance, including issues involving delay, disruption, loss of productivity, damages, change orders, project controls and project management. His work also includes active-project advisory, insurance-related construction loss and recovery engagements, claims development and resolution, and the review and interpretation of schedules, cost information, drawings and contemporaneous project records.
Before entering consulting, Avi held project-management and project-controls roles with general contractors on commercial, institutional, heavy-civil, water and wastewater, and infrastructure projects in the United States and Asia. Avi has since been retained and designated as an expert, authored expert reports, and testified in deposition and at hearing.
His experience spans commercial construction, heavy civil and transportation, water and wastewater, industrial and manufacturing, healthcare and institutional facilities, aviation, hospitality, residential and mixed-use developments, government projects and mission-critical facilities in the United States and internationally. He has worked on matters involving mediation, Dispute Resolution Boards, state and federal courts, domestic and international arbitration, and the Armed Services Board of Contract Appeals.
Avi regularly writes and speaks on issues involving construction claims and disputes, project controls, project management, delay and disruption, damages, and insurance recovery.
Beyond his professional and industry involvement, Avi and his wife, Leanne, foster dogs and volunteer with Colorado Beagle Rescue.
- Authored an expert report and provided deposition and hearing testimony regarding delay, damages and loss of productivity in an arbitration involving a quarry reclamation project in Colorado.
- Authored an expert report and provided deposition testimony regarding delay, damages and disputed change-order costs on behalf of an industrial contractor in an Alabama arbitration.
- Authored an expert report and provided deposition testimony regarding delay, damages and loss of productivity on behalf of an industrial contractor in a federal-court dispute involving a steel mill project in Alabama.
- Authored an expert report evaluating delay and damages on behalf of a construction-materials supplier in response to expert reports submitted by a foundation subcontractor and general contractor in a Wisconsin state-court dispute.
- Prepared and presented delay, damages and disruption analysis to a Dispute Resolution Board concerning a roadway infrastructure project in Colorado.
- Prepared a mediation report evaluating a general contractor’s delay and damages claims in a dispute involving a mixed-use development in Boston; the matter was resolved.
- Retained by counsel to advise a contractor on an active federal construction project, providing project-controls, change-management and claims-avoidance services that contributed to project stabilization and a favorable resolution.
- Evaluated contractor delay and damages claims and prepared reports on behalf of a Louisiana school district.
- Prepared delay and damages analysis in support of settlement negotiations on behalf of a mechanical subcontractor on a healthcare facility in Illinois.
- Performed delay and damages analysis in support of expert opinions for two infrastructure disputes in Peru involving claims exceeding $150 million and $290 million in ICSID proceedings.
- Provided project-management, scheduling and project-controls services on active construction projects ranging in value from tens of millions to several billion dollars, with a combined project value exceeding $6 billion.
- Advised owners, general contractors and specialty contractors on project planning and execution, schedule development and review, progress evaluation, recovery planning, change management, project documentation, claims avoidance and resolution of issues during active construction.
- Provided project-management services on insurance-related construction loss and recovery engagements.
- Represented a general contractor in an initiative with McKinsey & Company to standardize planning and project-controls processes, improve productivity and develop company-wide training.
