
Thomas Morgan is an Associate Director with over fifteen years of experience in the construction industry, developing a wide range of knowledge on major international projects including offshore wind, oil and gas, dredging and reclamation, civil engineering, energy from waste plants, data centres and rail/infrastructure projects.
Thomas’ experience consists of preparing delay, disruption, prolongation, and quantum claims, including providing support to Expert Witnesses on quantum-related disputes. He has also gained recent experience undertaking contract management duties under FIDIC/ICC contracts while also working on an offshore wind project that involves the supply chain procurement and commercial/contractual management of the inter-array cabling packages.
Thomas’ contract experience spans across different forms including JCT, NEC, FIDIC, ICC and bespoke forms.

Managed the negotiation and settlement of various subcontract final accounts that had previously been in dispute and successfully negotiated the final account with the client where the project was in significant delay. This project had many challenging factors to its construction such as foundation piling, a steel frame, SFS/Windliner board, external cladding and M+E works. - Gas Project, Israel
Contract management for an offshore gas project located in Israel under an EPCI contract for the design, procurement, construction and installation of the complete subsea system, a Floating Production Storage and Offloading unit (FPSO) 90 kilometres offshore. Worked alongside the client as part of a team to produce a disruption/quantum report including the collation of evidence through contemporaneous records to support an extension of time claim. Provided a quantity surveying role on this project to quantify and validate defect-related costs, providing a quantum report to the client to highlight the potential likelihood of the various cost impact scenarios. - Gas Project, International
Assisted the main quantum lead relating to a claim for prolongation costs on an international project for the engineering, procurement, fabrication and integration of topsides for the FPSO units. Drafted claim narrative particulars, quantum analysis and causation assessments in accordance with the provisions of the contract. - Dredging and Reclamation, UK
Contract management for a project based in London relating to dredging and reclamation works for the construction of a new gateway logistics hub. Managing various claims for the client relating to variations, quantum and delay under a bespoke form of contract. - Offshore Wind Farm, UK
Responsible for the procurement of the inter array cabling work packages on an EPCI contract. Pre and post-subcontract duties included management of the contractual and commercial aspects of the various subcontracts following their execution.
