Peter Armstrong has extensive experience in the construction industry that pulls from two decades of consulting engagements and general contracting leadership. Peter provides project advisory, dispute resolution and consulting services across a wide range of industry construction sectors including mining, heavy civil, vertical construction, bridges and commercial development. His service experience includes program planning, project planning, risk analyses, change management procedure implementation, project controls application, scheduling and progress monitoring, cost evaluation and tracking, performance metrics preparation and status reporting, construction management and contract compliance monitoring. Peter also testified as an expert witness for arbitration in 2021.
- Provided schedule analysis, risk assessment and dispute resolution to quantify delays and disruptions for one of the largest construction and engineering companies in North America.
- Assisted contractor responsible for the design, equipment, installation and commissioning of two gas insulated substations (GIS) to mitigate project delays and project risks.
- Assisted the general contractor of a Groundwater Replenishment System in monthly schedule updates, delay identification and mitigation, and Time Impact Analyses (TIA). Prepared owner and contractor requirements, developed and implemented best practices, advised and assisted in implementing change management procedures, and identified project risks for power generation plants in Liberia.
- Assisted project controls team to develop an integrated project schedule to capture relationship between many large components of a mine project in West Papua, Indonesia.
- Analyzed numerous changes to project’s cost and schedule, to document, validate and quantify pending change requests for a major mine infrastructure project in Colorado.
- Managed a team of consultants to construct a detailed schedule delay analysis addressing multiple components of project records and designed an approach and methodology that allowed for the executive summary of findings to be complemented by technical analysis and supporting documentation in ancillary project components for a campus headquarters in California.
- Identified, qualified and quantified the time and cost impacts of numerous design changes, created a cost and schedule impact analysis for a large commercial hotel and casino project in Nevada.
- Assisted the builder’s management team to validate and quantify numerous cost and schedule claims that occurred during construction of several discrete rail stations and connecting rail lines in a major urban center in Dubai.
- Conducted a focused critical path schedule analysis in a multi-party, multimillion dollar dispute against the U.S. General Services Administration.
- Provided expert testimony in arbitration on the quantification and responsibility of delays involving the construction of the civil components of a missile field infrastructure project in Alaska.
