
Luca Straniero is a legal, contract and procurement management leader with more than 20 years of experience delivering complex industrial and infrastructure projects across four continents. His expertise spans the full project lifecycle, from tendering and contract negotiation through execution and close-out across sectors that include oil and gas, power generation, offshore and large-scale infrastructure. He brings deep knowledge of project controls, quantity surveying and dispute avoidance, with a strong command of FIDIC ’99-based frameworks, UK construction law, EPC, EPCM and PMC delivery models.
Throughout his career, Luca has led project controls, contract strategy and execution for major international projects, managing global supply chains, negotiating high-value agreements and advising clients on risk and commercial strategy. As a member of Delta’s Construction practice, he brings a global perspective and a strong blend of technical, commercial and legal expertise to drive successful outcomes and enhance delivery across complex construction programs.

Provided contract and procurement support, including preparation of invitation to tender documents and oversight of the EPC tendering process through execution. Key challenges included managing modular construction at an overseas shipyard and coordinating a joint venture structure acting as the end client. - Giant Gas Reservoir Topsides Fabrication, Northern Europe
Served as Change Manager, developing and successfully negotiating a disruption claim that was converted into an incentive-based compensation structure reflecting increased quantities. - Kashagan Field High-Pressure Pipeline Skids
Served as Deputy Project Manager and Contractor Representative on two Engineering, Procurement and Construction turnkey lump sum contracts, leading project controls, planning, scheduling, document control and contract administration. Prepared and substantiated extension of time claims based on acceleration and time compression. - Arctic LNG Modules Fabrication, Northern Siberia
Served as Contract Manager for an Engineering, Procurement and Construction turnkey lump sum project awarded to the Chiyoda, JGC and Technip joint venture, leading site-based management of the prime contract and module yard subcontracts. Based in the Philippines, and China. 14 Bln $. - Italian Gas Fields Topsides and Jackets Installation
Served as Project Controls Manager, leading planning, scheduling, document control and contract administration for fabrication and offshore installation of three platforms. - VGO Refinery Expansion (Sulfur, Hydrogen and Hydrocracker Units)
2 Bln € – Served as Contract Manager for Engineering, Procurement and Construction turnkey lump sum scope, overseeing prime contract administration and executive reporting from site to headquarters. Developed bespoke construction performance indicators for client reporting. - Kalahari CSP 100 MW Solar Plant
Served as Contract Manager on the prime contract, leading extension of time claims and change management in coordination with the lenders’ engineer. Key challenges included operating in a socially unstable environment and navigating a joint venture and special purpose vehicle structure with local content requirements under UK construction law. - Desalinisation plants
(600 Mln $) in the Persian Gulf, Served as Head of Contracts in Oman and Procurement Coordinator in the UAE. - KCOI Shipyard Asset Development – Modularized Plant and Shipbuilding Yard Development (90 hectares)
Supported project controls, scheduling, quantity surveying and financial control across pre-award and post-award phases for a shipyard development initiative. Key challenges included managing local workforce constraints, overcoming logistics barriers in the Caspian Sea region and navigating post-Soviet operating environments.
