Julio C. Villa is a disputes and advisory consultant with over 25 years of diverse construction experience, including managing industrial and commercial construction projects, as well as providing dispute resolution and project advisory services to his clients. Julio’s previous experience includes a variety of management positions such as project management, project controls, contract management, and quality assurance. This experience provides him with an in- depth understanding and knowledge of industry procedures, policies, business practices, and compliance issues, among others.
- Solar Plant in Mexico. Analyzed project delays incurred during the construction of a 200MW solar plant in Mexico.
- Border Crossing in El Salvador. Provided opinions and Expert Testimony in an arbitration regarding the progress of engineering activities as related to the termination of a construction contract for the modernization of a border crossing facility.
- Multi-story Apartment Building in the United States. Analyzed project delays resulting from a structural failure and repairs of a post- tensioned concrete beam/slab system that impacted downstream activities through project completion.
- Gas Pipeline in Mexico. Performed delay and damages analyses on behalf of a concessionaire regarding the termination of a gas transportation and pipeline construction contract.
- Road Widening and Bridge Construction Project in the United States. Delay analysis and quantification of damages resulting from the execution of a contract for widening of a highway and the construction of a new bridge over a rail crossing.
- Simple Cycle Power Plants in Argentina. Damages analysis related to the construction of two simple cycle gas- fired plants, and termination of the respective contracts.
- 500 kV Transmission Lines in Chile. Delay and damages analyses pertaining to the construction of a 750- kilometer- long transmission line system, including the construction and expansion of various substations.
- Mining Project in Chile/Argentina Border. Analyzed the reasonableness of costs incurred by a contractor in a cost reimbursable contract while accounting for productivity issues. In addition, Julio performed a qualitative analysis of management and project control practices implemented by the contractor.
- Airport Expansion Project in Panama. Julio collaborated in the delay and damages analysis related to claims arising from the construction of the building’s roofing system.
- Construction of FPSO Platforms Modules in Brazil. Delay analysis and quantification of economic damages suffered by a general contractor in the execution of an EPC contract for the construction and commissioning of several modules for Floating, Production, Storage and Offloading (“FPSO”) Platforms for the exploitation of deep-sea oil fields.
