
Joseph Spinelli is a Managing Director in Delta Consulting Group’s Forensics, Investigations, and Disputes (FIDS) practice. With over 40 years of experience in forensic investigations, integrity monitoring, and compliance oversight, Joe has built a distinguished career spanning law enforcement, government, and professional services. A former FBI Special Agent and the first-ever Inspector General for the State of New York, he also helped establish Inspector General offices in Louisiana, Ohio, and Pennsylvania.
Joe has held senior leadership roles at several global consulting firms, directing complex investigations into fraud, corruption, and regulatory noncompliance, including Foreign Corrupt Practices Act (FCPA) and anti-money laundering matters. He has served as Integrity Monitor on major public-sector projects and for agencies such as the SEC, the New York State Attorney General, and the U.S. Department of Health & Human Services.
Appointed by Governor Andrew Cuomo as Deputy Secretary and Senior Advisor during the COVID-19 crisis, Joe helped coordinate statewide testing and response efforts. A Certified Fraud Examiner, he continues to advise boards, regulators, and global corporations on governance, ethics, and compliance.
- Led the largest integrity monitoring engagement following the 9/11 attacks, overseeing debris removal at Ground Zero and formulating New York City’s FEMA claim.
- Served as Integrity Monitor for the Securities & Exchange Commission across two national stock exchanges.
- Investigated the CFO of a school, resulting in the CFO’s indictment and conviction for embezzling $11.4 million, and recovered funds through a report to the fidelity bond insurance carriers.
- Provided expert witness testimony for a financial institution, saving the client hundreds of millions of dollars.
- Oversaw integrity monitoring for the New York State Attorney General to restore The Cooper Union’s tuition-free status.
- Directed integrity monitoring for the New York City Administration for Children’s Services to revamp policies and procedures.
- Conducted integrity monitoring for the Inspector General of Health & Human Services to identify and address hospital and nursing home noncompliance.
- Served as an independent private sector Inspector General for the construction of the Performing Arts Center in Miami-Dade County, Florida.
- Appointed by the Attorneys General of Massachusetts and New Hampshire to monitor and enjoin discriminatory practices at retail stores.
- Served as Integrity Monitor for the State of New Jersey to oversee Hurricane Sandy Recovery Programs.
