Ian Parkinson has over fourteen years industry experience as a chartered quantity surveyor and claims consultant. Ian has experience working in the UK and internationally covering a wide range of industries.
Having assisted clients with his vast knowledge of contracts , Ian provides advice and guidance on contractual issues relating to NEC3/4, JCT, FIDIC and bespoke forms He has advised on quantum matters on projects with values up to £160 million.
Ian has assisted domestic and international clients in pursuing and defending claims for changes in scope, prolongation, disruption, damages, loss of overhead and profit, head office costs, claim preparation costs, and extensions of time. This assistance was provided as claims manager; party representative in both domestic adjudications and a FIDIC dispute board; as the appointed quantum expert; and as assistant to the lead quantum expert several times.
- Assisted the façade replacement contractor in securing entitlement to an extension of time for a wide variety of issues faced on site. Acted as party representative when this dispute went to adjudication. London, UK.
- Assisted on an expert witness commission relating to prolongation and disruption costs, caused by the late provision of information.This included drafting large sections of the expert report and, due to the lack of suitable records, identification of a suitable method of analysis to demonstrate the loss flowing from disruption. - Acted as a party representative in adjudication for the main contractor. Ian’s role was to draft the submission sections relating to the proper assessment of the compensation event.
- Assisted the main contractor in securing entitlements to extentions of time and additional costs in a DAB under a FIDIC form of contract. Role of this assist was to distil the information and prepare the sections covering additional costs incurred by the main contractor to assist the DAB members. Iraq, Middle East.
- Acted as a party representative in adjudication for the main contractor. The adjudication concerned a point of principle regarding the interpretation of a clause in the NEC3 contract.
- Managed the commission (a large team of quantum, delay and technical experts) and assisted the appointed quantum expert in respect of a £7.5m dispute under a FIDIC form of contract. The dispute concerned claims for prolongation costs, unabsorbed head office overheads, third-party costs (sub subcontractors), finance costs, and claim preparation costs under an amended CECA Form of Subcontract.
- Appointed as the lead quantum expert to assess the amounts certified under a FIDIC contract. This includes assessing the measured works, variations, claims, and price fluctuations certified, South Africa.
