December 2025 – Former FBI Special Agent & NY’s First Inspector General Joins Delta to Expand Integrity & Compliance Monitoring Capabilities
Delta Consulting Group is pleased to announce that Joseph “Joe” Spinelli has joined the company as a Managing Director in our Forensic, Investigation & Dispute Services (FIDS) practice. Joe brings more than 40 years of experience in forensic investigations, integrity monitoring and compliance oversight across federal law enforcement, state government and global professional services companies.
A former FBI Special Agent and the first Inspector General for the State of New York, Joe played an instrumental role in establishing Inspector General offices in Louisiana, Ohio and Pennsylvania. His career includes senior leadership roles at major consulting firms, directing complex investigations into fraud, corruption and regulatory noncompliance, including high-profile FCPA and anti-money laundering matters.
Joe has served as Integrity Monitor on significant public sector initiatives and investigations for agencies that include the Securities & Exchange Commission, the New York State Attorney General, and the U.S. Department of Health & Human Services. He served as the Integrity Compliance Monitor at the World Trade Center after the 9/11 terrorist attacks, and provided oversight for the cleanup at Ground Zero and the formation of the City of New York’s $20 billion claim to FEMA. He was appointed by Governor Andrew Cuomo as Deputy Secretary and Senior Advisor during the COVID-19 crisis, where he supported statewide testing and emergency response efforts. He is a Certified Fraud Examiner (CFE) and a trusted advisor to boards, regulators and global corporations on governance, ethics and compliance matters.
Joe’s expertise strengthens Delta’s expanding portfolio of compliance and integrity monitoring services, including independent vendor oversight, capital project integrity reviews, regulatory enforcement response, governance assessments, monitorship execution, procurement and grant monitoring, and corporate compliance program evaluation.
