Martin Hicks is an experienced construction planner and delay analyst with a BSc in Project Management (Construction). He has over 21 years’ experience in the construction industry in construction management, planning, programming, and design management.
Martin has been appointed on numerous occasions as an independent delay expert and has given oral evidence under cross-examination on an International Arbitration and has led numerous expert teams engaged in analysing delays to major projects across the globe. Martin has also acted as an expert witness on numerous adjudications and has assisted negotiations during mediations.
Martin is well versed to analysing programmes and has a sound technical knowledge of construction and mechanical and electrical processes. He is used to working with a large volume of data, which he is skilled at simplifying in order to understand and analyse the critical issues on a project.
Martin has worked across numerous sectors and has a wide array of industry experience.
- Appointed delay expert on an International Arbitration concerning a hotel in Baku, Azerbaijan. The delay analysis focussed on the critical delays in relation to the internal fit-out of a hotel, which included offices, retail, and front of house areas. Oral evidence was given under cross-examination at a Tribunal in Zurich, Switzerland.
- Appointed delay expert in a cladding dispute for a top-tier residential developer in Hackney, west London. This involved the analysis of number of individual residential blocks to ascertain the critical path.
- Appointed delay expert in relation to the construction of a large commercial property adjacent to the River Thames in central London. This involved the retrospective analysis of the project along with an expert advisory role.
- Appointed delay expert in relation to the construction of a modular ward unit in Cambridge, UK. This required a retrospective analysis using the contemporaneous documents to ascertain the actual critical path.
- Appointed delay expert in relation to delays associated with the manufacturing of the wind turbine generator sub-structures in Scotland. Key to this analysis was understanding the ‘factory line’ manufacturing process and where welding resource was focussed contemporaneously. The analysis was simplified by analysing the three main components individually, which consisted of; the transition pieces, the jackets, and the suction caissons.
- Expert advisory role analysing delays to the cable supply, installation, and burial at a wind farm in Taiwan. The critical path analysis was found to be driven by the operations of the main cable laying vessel.
- Appointed delay expert in an adjudication in relation to a prestigious residential development in Notting Hill, London. Acting on behalf of the developer, the analysis established the critical sequence through the structural alterations and then the internal fit-out and snagging. A presentation of my analysis was given at an adjudication meeting.
- Appointed delay expert in adjudication in relation to a residential development in Sheffield, Yorkshire. Acting on behalf of the developer, the critical sequence was driven by the demolition of the existing buildings which then allowed the longest construction sequence to take place.
- Appointed delay expert in relation to the refurbishment of the large commercial property in west London. Acting on behalf of the developer, the critical sequence was determined using a remaining duration analysis combined with a practical analysis of the facts along with common-sense.
- Appointed delay expert on a live project in Central London, concerning a refurbishment of a 1960’s commercial property into high-end residential apartments.
- Appointed delay expert in relation to the construction of a new office development in Dublin. This project required the analysis of time-lapse cameras and contemporaneous documents to ascertain the critical path.
- Appointed delay expert in an adjudication concerning a residential development in Hackney, London. This involved an analysis of the concrete frame, the MEP services and fit-out.
- Assisted on a large multi-faceted chemical plant in Saudi Arabia. The project consisted of a chemical facility, a power plant, a water treatment facility, 33km of on-shore pipelines and a power distribution facility.
