Charles Heckman has over twenty five years of experience in the construction industry. He is a licensed engineer and has been qualified as an expert in schedule analysis, claims analysis, delay analysis and construction management. He has provided consulting services and analyses in the following areas: CPM Scheduling, Contract Administration, Critical path delay, Cost estimating, Loss of efficiency, Design errors and omissions, Liability and issue analyses, Damages calculations and Risk assessment analyses.

Mr. Heckman's past experience includes performing project management, construction management, contract administration, engineering, planning, and scheduling. He has managed contracts valued in excess of $100 million including industrial, commercial and environmental projects. Mr. Heckman has also provided design reviews, risk analysis, and claims analysis services.

Mr. Heckman’s deep and diverse experience has allowed him to become well versed in the construction process, providing a foundation for his expertise in evaluating and formulating claims on behalf of owners and contractors. He has provided expert testimony numerous times, in arbitration, deposition, court, and board proceedings.  He was selected to be in the Who’s Who Legal: Construction 2017 and Who's Who Legal: Consulting Experts - Constructon Quantum of Damages 2017.


Selected Project Experience
  • Provided sworn, expert testimony in Arbitration and before Courts and Boards on multiple occasions.

  • Performed numerous claims analysis assignments reviewing and evaluating claims on behalf of owners and agencies.

  • Prepared, presented and defended numerous claims on behalf of contractors.

  • Participated in numerous mediation and settlement discussions to assist parties to resolve disputes.

  • Prepared and maintained Critical Path Method (CPM) schedules and recovery schedules for a variety of complex construction projects.

  • Prepared and presented schedule and cost risk assessments using Monte Carlo and other techniques on a wide variety of projects.Expert witness testimony has been cited as a basis for the findings of fact in several Armed Services Board of Contract Appeals decisions.
